waiting for. heavy equipment hired by the county to construct a road that collapsed. >> we do have a road for emergency escape. we're able to use that. however with all the rain the road has become quite deteriorated. >> reporter: it has been a tough week for people on nelson road. just up the street, homeowners are dealing with their second power outage since monday. after this 80-foot fir tree crashed down on power and telephone lines. >> i got there and there were wires on the road and pavement. the asphalt was melting in a couple of spot where is the wires was touching it. yesterday we show you a huge fir tree that crushed this

home and nearly missed the homeowner inside. the power outages has pg & e crews on 24 hour shifts. >> we're trying to do as much can do and stay safe. >> reporter: some homeowners say yes, mother nature is picking on them. >> we're due for a break. we've had our share of indenses this year. >> reporter: this afternoon the county told us there was no change with the slide or the san lorenzo river where people were evacuated yesterday. but right now it's flowing safely. robert handa. tonight in capitola they are looking at a long clean up from yesterday's storm. check out these picture, you can see the power of all this water from you tube shot in cap to the best of -- capitola idea. >> sandbags out but the water was so high it jumped over the

sandbags. >> the storm water also destroyed four homes in the pacific cove mobile home park with a large sink hole. another 35 mobile homes are uninhabitable tonight. officials say it could be weeks before repairs will be completed. a shifting hillside is causing big concerns right now. paul chambers is live near the rain soaked ground with what neighbors are trying to do to stabilize the area, paul. >> julie a lot of these neighbors are upset because when you talk to officials they say they don't have the amount of money to fix the destruction. you can see right here pushed out of the way. within the last hour since we've been here the earth has actually literally separated. right here you can see for yourself, there is movement and also more on top that has a lot of people concerned that it will rain everyone more. the damage is unbelievable. heavy rains over the last few

days has caused landslides here in santa pablo. >> you can hear the earth dropping. >> the damage is far beyond the house value. >> reporter: a huge part of the walkers backyard has been washed away. the children can no longer play on the swing set because it's not teetering on the edge. >> my husband and i moved here in 1972. and we've never ever ever experienced anything of this magnitude. >> reporter: ten years ago barbara scott's husband built this deck. now it's in jeopardy of collapsing. today the concerns residents took their issues to the city council. >> we will call the engineer and get a proposal from them then we will discuss with the homeowners how cost will be distributed. >> city leaders immediately dispatched engineers out here to check door to door making sure of shoring up the sidewalk

here and a side wall here. the city will also check into neighbors hotels to see if they can put people up for a fe nights free of charge. the council says it is working on that as we speak. another landslide is causing problems at this hour on erica road in millvalely. a chp spokesperson said highway 1 remains closed tonight in both directions at lauren road while caltrans cleans up the slide. heavy rain is being blamed for damaging a road in marin county. a section of hillside below redwood road in san anselmo washed away. right before it happened, neighbors say more water than they've ever seen before washed down the road. a neighbor tells us it is a private road so homeowners will be responsible for fixing it. some central marin residents are angry tonight

wondering why their sewer system wasn't able to handle yesterday's storm. a manhole cover was one where 1,000-gallons of raw sewage came flowing out into the road. the sewage flowed straight into the bay. >> there's no excuse for this. this is insanity. where are the priorities. >> yesterday's event was not a collection system failures issue. it was a capacity issue. it was too much water. this isn't the first time that marin has had to deal with this problem. 2.6million-gallons of sewage spilled in december. if you're planning to head to the mountains this weekend. be prepared for a long drive. right now a winter storm warning is in effect for the sierra. ken pritchett has been monitoring the drive. he joins us now from blue canyon with a look at the road conditions, ken. >> reporter: well it was snowing at 5:00, it is snowing everyone harder now at 6:00 here at blue canyon.

what you're looking at behind me is westbound interstate 80 heading in the direction of the bay area. the interstate is covered with snow. but i can tell you it is a very thin area of snow. an hour ago you could actually see the road here. what we will see driving by occasionally is cars going by. we don't see any semi trucks. the interstate is still closed to semi, for those people driving car it was a very long wait because the interstate was closed more than 24 hours the caltrans worker manning the road closure heard all kind of stories but had bad news for drivers. three clock is where drivers were stopped in colfax and cared packed the interstate as people waited. >> we knew it was closed we just decided to take our chance. >> they said it was going to

open at 12:00. >> reporter: a few vehicles were allowed to pass, as were we. the pass was empty and was so all the way to blue canyon. we're driving on eastbound interstate 80 and the road is closed behind us. it's about 1:00 and we're starting to see quite a bit of traffic on westbound interstate 80 indicating it may be open from that direction. westbound 80 was open to cars, no trucks at about 1:00 p.m. the delay was longer eastbound as the snow was still piled up on the road. some people decided to turn around, others were determined to get to the resorts and waited it out. >> 3:00. >> that's not that bad. we can maybe set a couple of dvds. open a bottle of wine. right. >> reporter: this is what the road problems are all about, that's the problem we've seen here in the last day or so, several feet. you can see how much snow we have here on blue canyon, what that did to the roadways and

from the victim. governor brown met with five republican senators today urging them to allow californians to vote on a ballot measure. daryl signburg expressed pessimism today saying he might go forward with a vote on the budget next week with or without republican support -- daryl steinberg. for instance this local higher is the latest. >> the companies that have been on the job, they bring their crews from outside of the city and they take the jobs from us. >> reporter: the new law targets san francisco county funded prompts. built within 70 miles of county

borders. at least 20% of those hired this year must be san francisco residents. with a goal of 50% local hires in the next seven years. >> we know that in some crafts there has to be some training in order for numbers to be reached. the unions working with the city through our city build program are investing in that training so we can get people prepared. >> the ordnance just didn't make sense. >> reporter: he sponsored a state bill to exempt projects using state funds from san francisco's local hire law. >> the legislation is to prevent state taxpayers, people who live in vallejo, oakland, napa from subsidizing san francisco's local hire. >> reporter: local hire supporters say it allows hiring flexibility for san francisco projects that lie in other counties such as the airport. >> everywhere i go in the city it's been jobs, jobs, jobs, i want to make sure that our public construction projects reflect that we can hire local

folks. now city officials are pointing to this building, san francisco's new public utility building as a local hire. 75% of the workers here are san francisco residents. reporting live in san francisco, david stevenson, ktvu channel 2 news. a russian investor with growing ties to silican valley may be the new owner of the most expensive home in santa clara county history. last month someone spent $75 million on a hilltop mega mansion on la paloma road. that is the highest purchase price ever for the county. the website tech crunch says the property was purchased by yuri milner who owes $500 million of facebook stock. and this staff statue has been a fixture for decades, why

there's word tonight with a delay over sensors here in the area. it was designed in part to detect radiation from nuclear power plants here in the united states but it should also detect fall out from the nuclear disaster in japan. an epa spokesperson says the sensors make regular automatic reports but that the data has to be reviewed by human experts before it is released. a process that can take several hours. at the port of oakland today, the coast guard said it saw no cause for concern when a container ship arrived that had been in japan for three days after the start of reactor problems there.

all containers arriving in oakland are routinely scanned for radiation. in japan today there is no word on the condition of two reactor workers who suffered radiation burns. a nuclear agency spokesperson says those burns are evidence that radiation is likely leaking from the core of the damaged fukashima reactor number three. but they don't know yet how bad that breech is. word tonight is the temperature is stable and too low to melt fuel rods. the recent storms have almost completely washed away an attraction in golden gate park that was already in need of help. ktvu's rob roth shows us now the new need, the new effort needed to save this decades old statute. rob. >> reporter: when we were here in the horseshoe pits, we showed you efforts to restore a vandalized sculpture of a horse, but the recent rains has brought that horse down and now

it's in pieces. about three months ago we met an area artist repairing the sculpture. but with the sculpture already compromised, the rains further weakened it until the horse just the gave out. >> everybody remembers the horse. the horse is a great piece of history that's in the park. it was sad to see it go. it felt we were just too late to save it. >> reporter: this is what the 15-foot horse once looked like. while the horse may be down it's not out thank to some money from a city grant and a volunteer stone mason. >> we're working with the park, they're going to bring all the pieces to a secured area in the park here where he can work on the restoration. >> instead of mounting it back to the hillside, the horse may end upstanding on safer ground.

>> perhaps move it safer to the horse arena. that may get people that drive by and ride their bikes ask, what is this place. >> reporter: the restoration is expected to take about a year so unlike humty dumbty it appears the horse can be put back together again -- unlike humpty dumpty it appears the horse can be put back together again. low level flooding is occurring tonight in clear lake oaks. it is the first time in 13 years that clear lake has topped its banks. too much water flowing too fast for the storms and it's all overwhelming reservoirs tonight. fulsome damage in sacramento county just one of several major reservoirs where the flood gates are wide open. all that water is causing rivers to rise downstream but state water managers say they have to make room for more rain and the heavy snow run off in the coming weeks.

suggesting. phaoás . most of the rain should come between 4:00 and 6:00 a.m. but in that time we could see a quarter inch to an inch to maybe an inch and a half in the mountains of the coastal hills. the winds will be gusting 35, 40 miles per hour that will be below wind advisory criteria. we could see urban and small stream advisories based on urban saturation. we join us for our newscast tomorrow morning at 7:00 a.m. tomorrow morning early, the rain begins. that's saturday, should move out pretty quickly. saturday afternoon i don't think is half bad. i don't think it's cloudy, it's about like today. today wasn't that bad but there were heavy showers. it's really between late tonight and early tomorrow morning that we're looking for

the heaviest rains. most of us will miss it as we sleep through it. tomorrow there's your rain, then it moves through rapidly. rains will be heavy in the mountains, winter storm warnings are in effect. there's those spotty showers that take us into sunday. your forecast highs tomorrow look like these. let me reiterate. what we saw yesterday 9.5 to a 10. what we're going to see tomorrow is a 6.5. there'll be potential for some sliding in those hills. i think the flooding will be minimal if any, but the mud slide stuff starts to come up withground saturation. >> and then we might be down with with the rain. >> looks like next week is going to be very dry. >> a lot of people are saying thank you. california's unemployment rate slipped lower in february. the latest numbers released today by the employment development department shows

the jobless rate at 12.2%. this is the monthly drop. oracle's earning report sparked an increase in stocks. sales were up 37%. new software license sales and acquisitions boosted earnings. oracle's earnings combined with positive news made for an up up day at wall street. coming up, what's failing fitness in schools.
